Birmingham's houses range from homes built before 1940 to ones finished in the last few years, and the city regulates a job site closely: where materials go, where a dumpster sits and, in the historic districts, what a roof is made of.

Birmingham homes and their roofs

The Census Bureau's 2020–2024 survey gives Birmingham a median build year of 1960, which hides two ends. By our arithmetic from the same survey, 1,640 of the city's 10,342 homes (15.9%) were built in 1939 or earlier, and 1,985 (19.2%) in 2000 or later.

The city's master plan, The Birmingham Plan, adopted in June 2023, explains the newer end: "Many residents are dismayed that the demand to live in Birmingham has resulted in a significant number of demolitions." It names 15 neighborhood planning districts: Quarton, Holy Name, The Ravines, Poppleton, Derby, Pembroke, Torry, Kenning, Pierce, Barnum, Crestview, Birmingham Farms, Linden, Seaholm and Lincoln Hills.

By our count of the city's monthly Building Activity Reports, 199 permits were issued in the "ROOF REPLACEMENT" category in 2025, and 117 from January to August 2026, not counting roof work filed under other categories. The same reports list 29 single-family demolition permits in 2025 and 12 from January to August 2026.

On a pre-war house with a tall brick chimney, ask whether new step flashing and counter-flashing are in the estimate, and how any original plank decking found under the old shingles will be priced.

Permits, registration and fees

Birmingham's Building Department FAQ is plain about roofs: "A new roof or repair of an existing roof also requires a building permit." It adds that "The permit should be applied for and received prior to any work taking place." So even a leak repair here starts with a permit.

The city's permit procedures page says "Building applications must include a copy of a current Builders License", and the 2026 fee schedule lists a $25.00 annual registration for building contractors. If you plan to do the work yourself, ask the Building Department first. You can check a roofer on the State of Michigan license lookup.

The 2026 fee schedule prices building permits by construction valuation and takes a refundable construction cash bond, but it doesn't say how the city values a re-roof, so call the building department to confirm the fee. Inspections are booked through BS&A Online.

Roofs in Birmingham's historic districts

The city's Historic District Design Guidelines list five local historic districts: the Central Business District (28 contributing properties), Shain Park (5), Bates Street (8), the Mill Pond Neighborhood (14) and the Merrill-Townsend-Brown Neighborhood (12), plus "an additional 15 contributing properties spread throughout the rest of the city."

Birmingham's Historic Review FAQ says exterior changes to a property in a historic district must be reviewed and approved by the Historic District Commission. The ordinance page also lets the Planning Department approve changes itself "where proposed work will have a minimal impact on the historic significance", and "Roofing material" is on its list of changes that can qualify. So a re-roof may not need to go before the commission, but that's the Planning Department's call. In a single-family residential district, the 2026 fee schedule lists historic district review at $0.00.

The design guidelines, summarized in July 2023, deal with roofing materials directly:

• Acceptable: "Some historic roofing materials such as slate, wood shake, and clay tiles can be difficult to source. Replacement of these deteriorated historic roofing materials with substitute materials may be considered if they are historically compatible by closely matching the historic materials in dimension, color, design, texture, and appearance."
• Not recommended: altering the roof's form, badly sized dormers, and replacement materials that are incompatible or "never existed on the house".
• Worth preserving: a photo caption from the Bates Street district singles out "The prominent dormer and wood shingle roof" as character-defining features.

Dumpsters, deliveries and work hours

Birmingham's construction site regulations (Sec. 50-29) say materials must be delivered straight onto the construction site. The street, the sidewalk and the grass strip between them can't be used for deliveries or staging at any time. The regulations date from 2019; the 2026 fee schedule still lists Sec. 50-29 violations.

The 2026 fee schedule lists a "Dumpster Obstruction Permit" at $200.00, with a deposit "to be determined by city engineer" of at least $1,000.00, and the Engineering Department takes obstruction permit applications. By our reading, a roll-off on the street or in the right-of-way needs that permit, so ask whether the permit and deposit are in the estimate.

Residential construction is allowed from 7 a.m. to 7 p.m., Monday through Saturday, except legal holidays.

Street trees and storms

The Forestry FAQ says "Removal, pruning, and root pruning of public trees is strictly prohibited unless approved in a site plan or tree work permit." If a city tree overhangs your roof, ask Forestry before anyone trims it.
